Standing outside Northrop Grumman's Linthicum plant Thursday, engineering manager David Griffith said he wasn't surprised by the news that his employer will lay off 400 of his co-workers.

Citing a decline in international sales, the county's largest private employer will cut the support, manufacturing and business development jobs starting in December.
