MARYLAND'S GOVERNORS, unlike U.S. presidents, have to jump through a fiscal hoop every year: The state constitution requires balanced budgets. And Gov. Robert Ehrlich, facing a revenue shortfall of more than $700 million, added to the degree of difficulty of this gymnastic feat by pledging not to raise taxes.

Last week Mr. Ehrlich got through the hoop. The budget he presented to state legislators is balanced. It does not rely on increases in income or sales taxes. It also does not hinge on slot machine revenue.
