Like the rest of us, state officials rarely get a chance to undo the errors of the past. But rarely is not never.

State Sens. E.J. Pipkin of the upper Eastern Shore and Jim Rosapepe of College Park (whose district stretches into Anne Arundel County) think the Wall Street mess has given the state a one-time- only chance to undo the biggest blunder of the last decade: the 1999 power deregulation deal that, among other things, handed power plants financed by Maryland taxpayers over to Constellation Energy Group, the corporate parent of Baltimore Gas and Electric Co.
