Council passed bill on illegal building ANNAPOLIS -Amid an aggressive effort to curb illegal building, the County Council passed a bill Monday that would halt construction scofflaws in their tracks.
A Brooklyn Park man shot an associate Saturday morning, threw him in the trunk of his car, and drove off with his girlfriend in the passenger seat, county police said. Detectives yesterday still didn't know where the couple was or whether the victim, Michael Jay Francis, 21, of 5221 Brookwood Road, was still alive. They've classified him as a "critically missing" person, but are investigating the case as a homicide.

A retired county judge who colleagues described as an agreeable, dedicated workhorse died unexpectedly on Sunday. Anne Arundel County Circuit Court Judge James Clement Cawood Jr., 70, died of a heart attack at his home in West River.
